The challenge
The project worked across the community, river basin, and national levels to address complex freshwater and climate issues. Communication is needed to serve multiple purposes simultaneously: inform communities, support learning, translate research into usable knowledge, and strengthen coordination among institutions.
The task was not simply to produce content but to build a communication system that could support participation, accountability, and long-term learning.
Our approach
Our lead consultant was involved in developing and implementing a comprehensive communication and outreach strategy aligned with PAANI’s results framework. The strategy focused on three core priorities:
Communication functioned as a core programme component rather than a standalone activity and was embedded across strategic planning and technical implementation. It was deliberately designed to support the project’s key approaches, including advocacy, knowledge management, outreach, and stakeholder engagement. In practice, communication went beyond raising awareness or educating communities on conservation. It enabled coordination and information flow among field teams, strengthened reporting and accountability to donors, and supported adaptive decision-making throughout implementation. Stakeholder engagement was a central focus, with communication used as a practical tool to build trust, facilitate dialogue, and align diverse actors around shared conservation goals.

Outcome and value
The communication strategy strengthened the project’s role as both a conservation initiative and a national learning platform. It improved access to freshwater knowledge, supported participation across levels, and built communication capacity within institutions. Communication shifted from short-term visibility to long-term learning, coordination, and accountability.
Our lead consultant coordinated the development of the Freshwater Center of Excellence (FWCoE), a nationally owned knowledge platform housed at Tribhuvan University. The platform centralizes research, data, and learning products on freshwater biodiversity and climate change, supporting basin-level planning and long-term institutional sustainability beyond the USAID PAANI project.
