Nepal lacked a centralized, publicly accessible knowledge platform that could support basin-level planning and decision-making on freshwater biodiversity and climate change. Research, data, and learning products existed, but they were scattered across institutions, projects, and formats.

Our approach
Our lead consultant coordinated the development of the Freshwater Center of Excellence (FWCoE) as a long-term knowledge hub housed at Tribhuvan University. Rather than creating a standalone project website, the focus was on institutional ownership, technical sustainability, and usability.
The team worked closely with USAID PAANI, Tribhuvan University’s IT and Innovation Center, and the Central Department of Environmental Science (CDES) to ensure the platform was technically sound, accessible, and embedded within existing academic systems.

Institutional strengthening and sustainability
As part of the handover process, PAANI supported Tribhuvan University with IT equipment, furniture, and technical setup to enable faculty members and students to manage the portal independently. A dedicated lab was established within CDES to house the FWCoE infrastructure.
University leadership is formally committed to maintaining the server, managing content, and using the platform to serve the freshwater community in Nepal, reinforcing long-term sustainability.
Outcome and value
The Freshwater Center of Excellence established a permanent, institutionally owned knowledge platform for freshwater biodiversity and climate change in Nepal. It strengthened access to information for planners, researchers, students, and practitioners, and positioned Tribhuvan University as a national hub for freshwater learning. The work shifted knowledge sharing from project-based dissemination to a durable academic and public resource.
